Tallahassee, FL – A grand jury presentment blasts the Tallahassee Police Department for its handling of a shooting on Misty Garden Circle in January.

A plain clothes officer’s car was shot up; there were about a dozen bulllet holes in his car and two men have been arrested for trying to kill him.

The grand jury says TPD was outside the city limits and outside of its jurisdiction that night and did not follow its own policies for notifying the Sheriff’s Office.

It even called for law enforcement in the county to be conslidated under the sheriff.

On January 12, 2013, Officers from the Tallahassee Police Department were gathering information concerning a group of suspected burglars. The activities started within the City limits with information then leading officers to a location in the county, near 2824 Misty Garden Circle, just outside of the city limits. One of our officers had exited his vehicle in an attempt to determine the location of a suspicious vehicle when he heard a noise coming from that residence. The officer got into his unmarked car and drove to that location ultimately leading to shots being fired at the officer by two suspects. The Leon County Sheriff’s Office conducted the criminal investigation and charges were filed for attempted homicide of the police officer.

Beyond the criminal case, the State Attorney chose to take the case to the grand jury over the issue of mutual aid and whether the officer was working outside the city limits. I received a copy of the grand jury report last evening. From an administrative standpoint, I initiated an internal affairs investigation on February 11, 2013, after the grand jury approved the second degree murder charges against the suspects, so that I would have all the facts concerning the criminal charges. The purpose of our internal affairs investigation is to determine if department policies and procedures were followed. We will dedicate as much time as is needed to interview the more than 25 TPD and Sheriff’s Office employees connected to this incident. Once the internal investigation is complete, I will fully consider the recommendations of the Grand Jury in making any changes to policies or procedures that are deemed necessary.

Since my appointment as chief, the Tallahassee Police Department and the Leon County Sheriff’s Office have worked extremely well together. I anticipate that our close working relationship will continue as we both work to help ensure the safety of citizens in our community.

TALLAHASSEE, Fla. — An internal affairs investigation involving two local law enforcement agencies is underway following a shooting in the Misty Garden Circle area, according to Tallahassee Police Chief Dennis Jones.

The shooting happened January 2013. An investigation into a suspected burglary ring lead Tallahassee police officers to an area just outside of city limits and into the Leon County Sheriff’s Office’s jurisdiction. Two of the suspects shot at one of the officers, who was in an unmarked car.

An arrest was made and charges were filed in that criminal investigation handled by the Leon County Sheriff’s Office. However,  Chief Jones says the State Attorney has chosen to take the issue of whether or not the TPD officer was working outside city limits to a grand jury.

Chief Jones says that since February 11, he has performed an internal affairs  investigation of the entire department to see if they followed proper procedures and policies in that case. He says that they will continue to take the time to speak with all 25 LCSO and TPD employees involved in that Misty Garden Circle incident.

Chief Jones says that he received the grand jury report on Wednesday evening; and, once the internal investigation is complete, he will fully consider their recommendations on any changes that need to be made to policies and procedures.

“Since my appointment as chief, the Tallahassee Police Department and the Leon County Sheriff’s Office have worked extremely well together,” Chief Jones writes in a press release.  “I anticipate that our close working relationship will continue as we both work to help ensure the safety of citizens in our community.”

A grand jury blasted the Tallahassee Police Department for sending an officer beyond the city limits the night two men opened fire on his unmarked car.

The grand jury says TPD didn’t follow its own rules that night.

It recommended a long list of changes and solving the problem altogether by consolidating law enforcement under the sheriff.

Two men are accused of opening fire on a Tallahassee Police officer’s car on Misty Garden Circle back in January.   It was hit 12 times.

A new grand jury presentment said the TPD officer knowingly went outside his jurisdiction, took action and never notified the Leon County Sheriff’s Office as required by a mutual aid agreement.

“This is being investigated by our Internal Affairs division at this point so to speak about the case and the specifics of it, I’m not going to be able to do that,” TPD Spokesman Dave Northway said.

The grand jury report indicates the Tallahassee Police officer was watching a suspicious vehicle and ultimately heard what he thought was a burglary in progress. When he went to get a closer look, the report says, he wound up on a dead end street under fire.

The grand jury report said officers never notified their watch commander and when TPD lieutenants were later asked what he was doing there, the sheriff says TPD couldn’t offer a straight answer.

“They told my people they were there as part of the federal task force, with the U.S. Marshals task force, the U.S Marshals Service said they weren’t. They said they were there as part of the ATF task force, the ATF says they weren’t. They were trying to legitimize the fact that they were operating outside their jurisdiction,” Campbell said.

The grand jury further criticized TPD for not beginning an internal investigation right away and contends as of Wednesday it had not interviewed anyone. It called that “cavalier and incompetent.”

TPD denies that. Northway says it waited for LCSO to finish its criminal investigation which resulted in two men being arrested and charged with attempted murder.

“Once the criminal case is complete they will begin to do an internal investigation,” Northway said.

The grand jury report said “We believe TPD was negligent in their failure to comply with the mutual aid agreement and the result is that a police officer was almost killed and a community was unnecessarily put in danger.

And as for the grand jury recommendation that TPD and LCSO consolidate under the sheriff … a police spokesman says that is up to citizens to decide.

“In the past they have voted on this same topic, and each time we’ve had what we have now. which is the choice to be able to choose,” Northway said. “That is not for the police department or anyone else to decide, it’s for the constituents, the citizens to make that choice.”

Tallahassee Police did not have a time line for completing its internal affairs investigation. We’ll let you know when they do and what if any changes they decide to make.

A second man has been arrested and accused of opening fire on an undercover police officer’s car.

18 year old Demario Paramore is now facing attempted murder charges too.

He and Deandre Ross are accused of firing at least 12 shots into an  unmarked Tallahassee police car.

Neighbors on Misty Garden Circle were awakened by the gunfire back on January 12th.

The officer in the car managed to drive away. He was struck only by flying glass.

The grand jury is still reviewing the case, including why the officer was outside the city limits that night.

A Leon County grand jury is reviewing a shooting in which a police officer’s car was riddled with bullets.

It  happened January 12th on Misty Garden Circle.  Two men are accused of opening fire on a Tallahassee Police officer’s unmarked car. It was struck 12 times, but he was not hit and survived with minor injuries from flying grass.

This week, prosecutors say, a grand jury started to review possible charges in the case and discuss why the officer was outside the city limits at the time.

It heard nine hours of testimony Thursday and will reconvene next week for more testimony.


Tallahassee, FL – A Tallahassee police officer is lucky to be alive tonight after two men fired at least a dozen bullets into his car.

It happened at about midnight, this past Saturday, on Misty Garden Circle.  Leon County Sheriff’s deputies say the police officer heard what he thought was a burglary in progress and showed up in an unmarked car to investigate.

He soon came under fire by two men.

Neighbors say they heard 15 to 20 shots.

Justin Batt, Neighbor that Heard Shooting, stated, “everyone in the house was just you know curious to know what was going on, so we all stood outside and then about 15 or 16 cop cars pulled up and they started tellin’ us everything that was going on.”

21 year old, Deandre Ross, is accused of attempted murder and shooting into an occupied vehicle.

Deputies say Ross had no idea the man in the truck was a police officer. Deputies are still looking for a second shooter. So far, Tallahassee Police have no comment on the case.

A Tallahassee police officer is lucky to be alive tonight after two men fired at least a dozen bullets into his car.

It happened at about midnight Saturday on Misty Garden Circle.  Leon County Sheriff’s deputies say the police officer heard what he thought was a burglary in progress and showed up in an unmarked car to investigate.

He soon came under fire by two men.

Neighbors say they heard 15 to 20 shots and sent us pictures of the officer’s truck with bullet holes in it.

“The officer sustained some minor injuries from broken glass and debris flying around the vehicle. The vehicle was shot at multiple times. We’ve confirmed the vehicle was hit at least twelve,” LCSO Spokesman James McQuaig said.

21 year old Deandre Ross is accused of attempted murder and shooting into an occupied vehicle. Deputies say Ross had no idea the man in the truck was a police officer.

They say moments earlier someone had broken into Ross’s home and stolen a safe. His girlfriend called 911.

Deputies are still looking for a second shooter.

Tallahassee Police so far have no comment on the case.


Leon County Sheriff’s Office Release: LCSO Investigating Shooting Incident on Misty Garden Circle

At 11:45 p.m. on January 12, 2012, a Tallahassee Police Officer investigating an unrelated incident heard what he believed to be a burglary in progress in the area of the 2800 block of Misty Garden Circle.

The officer drove his unmarked police vehicle onto Misty Garden Circle in an attempt to locate signs of an obvious burglary so he could report it. As the officer checked the area he observed a silver vehicle following him. He also observed two males walking on opposite sides of Misty Garden Circle.

The officer perceived this to be a dangerous situation and radioed for assistance. As he arrived in front of 2824 Misty Garden Circle, a black male jumped into the roadway. The officer veered his vehicle to the left and drove around the man, who was observed lifting his shirt and pulling a handgun from his waist. As the officer continued, the man fired multiple shots at the officer’s vehicle.

At 11:52 p.m., the Leon County Sheriff’s Office received a residential burglary report at 2824 Misty Garden Circle. During the call, Antwanette Faust reported that several males had just broken into her residence and removed a large safe.

Responding deputies were initially unable to locate any victims at 2824 Misty Garden Circle, but did observe evidence of a recent burglary. When Detectives located Faust, she reported calling her boyfriend, Deandre Ross, and then 911. Shortly after the 911 call, she heard multiple gunshots, disconnected the phone and fled the area on foot.

Detectives with the Violent Crimes and Crime Scene units responded to the scene and are investigating both the burglary and the shooting. Detectives canvassed the area collecting witness statements and conducting interviews while Crime Scene Detectives processed crime scenes and collected forensic evidence.

Detectives also learned that after the shooting took place, two vehicles were observed fleeing the area at a high rate of speed. Detectives confirmed there was at least one additional person shooting at the vehicle.

On January 14, 2013, Deandre M. Ross, who lives at 2824 Misty Garden Circle, was interviewed at the Leon County Sheriff’s Office in reference to this incident. Detectives confirmed that Ross had arrived home between the time of the burglary and the time the officer arrived on Misty Garden Circle.

Subsequent to this interview, Ross was arrested and taken to the Leon County Jail.

The officer’s vehicle was struck 12 times by shots fired during this incident. The officer did receive minor injuries from flying glass. This investigation is continuing and additional arrests are likely.

Leon County Grand Jury Provides Critical Review of TPD, Recommends Law Enforcement Consolidation

The Leon County Grand Jury released a report on March 13, 2013 addressing a January 12, 2013 incident in which two subjects shot at an unmarked police vehicle driven by a Tallahassee Police Department (TPD) officer. The Grand Jury recommended that the State Attorney prosecute the two persons that shot at the police officer and also elected to further review the circumstances that led to the shooting.

More specifically, the Grand Jury investigated whether, when this incident occurred, TPD officers were outside their jurisdiction in violation of the Mutual Aid Agreement between TPD and the Leon County Sheriff’s Office (LCSO).

The incident occurred on the night of January 12, 2013 and involved the investigation of a burglary that resulted in 25 shots being fired, with 12 hitting a TPD officer’s car. The investigation and shooting took place outside of the city limits.

The report stated that the “TPD was negligent in their failure to comply with the Mutual Aid Agreement. And the result is that a police officer was almost killed and a community was unnecessarily put in danger. TPD should have requested mutual aid before they set foot outside their jurisdiction.”

In addition, the Grand Jury was less than impressed with TPD’s internal response when notified it would take over 45 days to render any findings. “It is astonishing we (Grand Jury) could conduct an investigation and render this Presentment after less than twelve hours work, yet an agency that specializes in investigations cannot get the job done in four months. It appears…that the union contract between TPD and the Police Benevolent Association is at least partly to blame for this delay.” The Grand Jury goes on to describe TPD’s review of this matter as “careless, uncaring, cavalier, and incompetent.”

The report made several recommendations that would make the Mutual Aid Agreement more workable. However, their final recommendation, “the consolidation of TPD and LCSO into one agency led by the Leon County Sheriff” reflects the Grand Jury’s final finding: “we have little confidence that the issues articulated in this report will be properly addressed by TPD.”

According to Leon County Sheriff’s Office

Golfers at Hilaman Golf Course heard gunshots around 5:00 p.m. this afternoon.

The Leon County Sheriff’s Office responded to the area where the gunshots were reportedly heard, which was an apartment complex off Ramble Brook and Blair Stone.

Upon arrival, two deceased females were discovered.

The Sheriff’s Office is currently investigating the scene.

TALLAHASSEE, Fla. (LCSO) –  The Leon County Sheriff’s Office has released information on the death of two people in Tallahassee.

Lt. James McQuaig with the Leon County Sheriff’s Office says investigators have found that Jenna Porter, 22, shot and killed her 3-year-old daughter before taking her own life.

McQuaig says the shooting happened around 5 p.m. March 26 at the Whispering Woods Apartment Complex on Blair Stone Road. McQuaig says two golfers found the bodies after hearing two gun shots.

Preliminary results from autopsies performed today indicated both Jenna and Scarlett each died from a single gunshot wound to the head.

TALLAHASSEE, Fla. (LCSO)- According to the Leon County Sheriff’s Office, two women were found dead this afternoon near an apartment complex off of Ramble Brook and Blair Stone.

Golfers at Hilaman Golf Course heard gunshots around 5 p.m. Tuesday afternoon.They made their way to the direction that the gunshots came from and discovered two dead women. The golfers immediately called law enforcement.

The Leon County Sheriff’s Office is currently investigating the scene.

Lt. James McQuaig, spokesman for the Leon County Sheriff’s Office, said the agency plans to review the new state ban on Internet cafes before taking any action. The Sheriff’s Office has one detective assigned full time to the county’s Internet cafes.

“The first thing we want to do is actually see the legislation and know what we’re dealing with,” McQuaig said. “And based on that legislation, we will formulate a plan of action and ensure compliance with the law.”

The new law took effect immediately after Scott signed the bill. Scott said in a statement that lawmakers “did the right thing to crack down on illegal gaming operators.”

Enforcement of the new law is up to local law-enforcement.

Legislators voted overwhelmingly last week to approve the ban. It was a quick response to a recent scandal that led to dozens of arrests and the lieutenant governor’s resignation.

Commissioner Scott Maddox On Allied Veterans Defendant’s Witness List (Also Sheriff Larry Campbell And State Attorney Willie Meggs)

“I’m not sure why I’m on the list.”

Tallahassee City Commissioner Scott Maddox made that comment after finding out he’s on the witness list in the Allied Veterans gambling case.

Federal, state and local authorities shut down the facilities in March.

Jacksonville attorney Kelly Mathis is accused of being the mastermind behind the Allied Veterans charity.

Prosecutors say it was actually a gambling operation.

Maddox says he knows Mathis as the past president of the Jacksonville Bar Association.

“And our firm has worked with him in the past,” said Maddox. “I know him, but he hasn’t contacted me, I haven’t heard from him,” he said.

Maddox is on the witness list for his role as former chairman of Florida’s Democratic Party.

As we reported previously, both major parties received money from Allied Veterans parent company.

However, Maddox says it happened after he left as party chair in 2005.

He’s one of several politicians and law enforcement officers on the witness list.

The attorney for Mathis says the high profile witnesses are on the list to testify about Florida law.

He says Mathis has done nothing wrong.

While Maddox says he hasn’t been contacted, he also says if he’s called to testify, he’d be glad to answer any questions he can.

Leon County Sheriff Larry Campbell and State Attorney Willie Meggs are also on the witness list.

SANFORD, Fla. (AP) — Some of Florida’s top political and law enforcement leaders are named as defense witnesses for a Jacksonville lawyer charged with being the mastermind behind a veterans’ charity that prosecutors say was actually a gambling operation.

Kelly Mathis’ witness list filed Tuesday includes former U.S. Sen. George LeMieux, former state Agricultural Commissioner Charles Bronson, former Florida Democratic Party chair Scott Maddox and a several prosecutors and sheriffs.

Mathis’ defense attorney says the politicians and law enforcement officials are listed because they had analyzed the law which he says shows that his client did nothing wrong.

The filing came on the same day that the 57 defendants charged with running the gambling operation had the arraignment before a judge. The defendants had earlier entered written guilty pleas and weren’t present in court.

TALLAHASSEE, FLORIDA – Adam Arnold, 44, of Tallahassee, was sentenced to serve 108 months in federal prison yesterday for receiving and distributing child pornography. Arnold was working as an information technology technician at Buck Lake Elementary School when he was arrested on September 13, 2012.

The case began when an internet service provider alerted law enforcement to illicit images being sent to and from Arnold’s home computer. A search warrant revealed approximately 15,000 child pornography images hidden in Arnold’s personal computer. Arnold admitted that he was posting and receiving child pornography through a website based in Russia.

The Court reviewed 49 pages of victim impact statements filed on behalf of approximately two dozen children who were depicted in the seized images. The court commented that their injuries were substantial and long-lasting.

In addition to the nine years of incarceration, United States District Judge Robert L. Hinkle imposed a life term of supervised release. While on supervised release, Arnold must register as a sex offender, must seek counseling as a sex offender, and must submit to searches of his computer and other property by his probation officer. Judge Hinkle also ordered that all of the computer equipment and electronic media seized be forfeited to the United States.

U.S. Attorney Marsh expressed her gratitude to Homeland Security Investigations, the Leon County Sheriff’s Office, and the Tallahassee Police Department, whose joint work led to the successful investigation and prosecution. She added: “The safety and well-being of our children is a top priority for the Department of Justice. Our office will continue to aggressively prosecute these cases to protect the community and children, who are our most innocent victims.”

A former computer support technician at Buck Lake Elementary is now facing more than 100 felonies. His bond tops half a million dollars.

Adam Arnold was arrested in September after deputies say they found pictures of children engaged in sex acts on his home computer.

Arnold was initially charged with 34 counts of child porn possession and cruelty toward children.

Now after investigators have had a chance to examine his computers they have filed 100 more charges against Arnold.

Arrest papers say he had an account on a Russian web site and on line photo album called “Friends Kids.”

The judge ordered him to stay away from all children including his own. Bond is set at more than half a million dollars.

On September 4, 2012, the Leon County Sheriff’s Internet Crimes against Children Unit received information from the National Center for Missing & Exploited Children concerning a suspect who had recently transmitted a number of computer files depicting children engaged in sexual acts.

On September 13, 2012, the North Florida Internet Crimes against Children Task Force, including the Leon County Sheriff’s Office, Tallahassee Police Department, ICE’s Homeland Security Investigations (HSI) and the Florida Department of Law Enforcement (FDLE) executed a search warrant at the residence. During the search, task force members located numerous digital files containing child pornography being stored on computers at the residence. The homeowner, Adam Wade Arnold, was interviewed and subsequently arrested after acknowledging his involvement in this investigation.

Arnold was taken to the Leon County Jail.

Leon County, FL – A former Leon County deputy is now on trial – accused of stealing thousands of dollars in cash and valuables from a 91 year old man.

The state claims he took advantage of the badge on his chest to do it.
Graham says he was targeted for speaking out against the sheriff.

Archie White is 93 now. Prosecutors contend former LCSO Sergeant David Graham stole cash, jewelry, coins and more from him after earning his trust during a burglary investigation.

“I just tucked it in between the mattress and frame on the bed I sleep on and I thought it would be safe there, but ..” White said on the stand Wednesday.

David Graham is now on trial for theft and fraud. He was a decorated 20 year veteran of the Leon County Sheriff’s Office when he was arrested and fired in February 2012.

Prosecutors claim Graham stole cash hidden throughout the elderly man’s house and helped himself to items in a safe deposit box.

“He pocketed coins and jewelry and sold them at pawn shops and kept the money,” prosecutor Will Hall said.

Yet defense attorneys contend Graham befriended the elderly man and tried to help him safeguard his money. He says White routinely reported burglaries and missing money and Graham was unfairly accused.

“There’s cash floating around all over the place, all the time and they all lose it,” defense attorney Nate Prince said.

Graham’s attorney accused Sheriff Larry Campbell of pressing charges within weeks of discovering Graham had posted accusations of unethical behavior by the sheriff and other high ranking staff – on line – (TallahasseeO.Com).

“Based on the way you see the detectives and investigators stretching to throw charges on Mr. Graham, that he did not commit these offenses. His only crime was daring to speak out against corrput public officials,” Prince told the jury.

Testimony in the trial will continue tomorrow.

A former deputy accused of stealing money from a 91 year old man will stand trial early next year.

Former Leon County Sheriff’s Office Sergeant David Graham was in court this morning.

His trial is now set for February 25, 2013.

Court records show that David Graham turned himself in this weekend to face charges of insurance fraud and grand theft.

Court records show he was booked into the jail Saturday (April 7th) and released about 30 minutes later on more than $20,000 bond.

David Graham is facing new charges of insurance fraud.

Graham is accused of filing a $20,000 insurance claim for a stolen tractor and more. Police found the tractor parked in his backyard.

Graham was arrested in February and again in March. He was accused of swindling money and valuables from a 91 year old man.

The new arrest warrants were issued by Tallahassee Police today.

Tallahassee, FL — March 30, 2012

On September 2, 2011, Bonita Moran filed a report with LCSO in reference to the theft of money from her residence. Moran reported that the money belonged to her father, Archie White. Graham, who
was employed by LCSO at the time, met White through this investigation. On September 13, 2011, White requested his case be closed, thus ending the need for any future contact between White, Moran and Graham.

On February 19, 2012, David Graham, 45, was arrested for Grand Theft of a Firearm and Grand Theft after it was confirmed that he had stolen an antique firearm and $9,000.00 from White. After his arrest,
Graham was terminated from the Leon County Sheriff’s Office. Since that time, the investigation has continued into Graham’s activities and interactions with White as well as Moran. On March 29, 2012,
additional warrants were obtained for Graham’s arrest. A warrant was also obtained for the arrest of Graham’s wife, Vickie Luggi-Graham, 53.

LCSO has confirmed that in addition to the firearm and $9,000.00 cash, at least $53,000.00 cash and several thousand dollars worth of gold and silver coins and jewelry were stolen from Moran and White.
In one incident, Graham drove White to his bank and advised him to withdraw $63,000.00 cash (all in $100 bills). White added $7,000.00 to this money, making the total $70,000.00. Graham assisted
White in splitting this money into two bank bags and then hiding it in a safe. White then spent the weekend with his daughter and returned home to find only $17,000.00 remaining in the safe. After this
point in time, Graham made several large purchases and paid with $100 dollar bills. He also deposited at least $8,000.00 into his own personal bank account. These deposits were also exclusively in $100
denominations.

Graham also repeatedly drove Moran to her bank in order to inventory the contents of her safety deposit box. In each case, either the same day as the bank visits or the following day, Graham would
sell coins or jewelry to local second hand dealers. Detectives have also confirmed that on March 1, 2012, Vickie Luggi-Graham received payment from a second hand dealer for the consignment sale of
an antique bracelet that belonged to Moran. (Moran also had an appraisal for this bracelet.) Moran was able to provide a very detailed ledger containing specific descriptions of the coins and jewelry
which has been confirmed sold at the local second hand dealers.

Detectives also learned that Graham may have been involved in insurance fraud. On March 23, 2012, members of LCSO served a search warrant at Graham’s residence. During the service of this search warrant, detectives located a tractor and a four wheeler that Graham had previously reported stolen. Both the tractor and the four wheeler were purchased by Graham, reported stolen, paid for by the
insurance company and then recovered in his yard.

On March 29, 2012, Graham’s attorney was contacted and informed of the additional warrants. On March 30, 2012, Graham and Luggi-Graham turned themselves in at the Leon County Jail.

FDLE is now reviewing financial records in the case of a deputy arrested for stealing money from a 91 year old man.

The Leon County Sheriff says the investigation of SGT David Graham continues and he estimates there may be as much as $50-60,000 missing.

Do you anticipate that David Graham will be facing more criminal charges?

“I’ll have to wait to see what the investigation culminates with, but I’d say it’s a fair chance,” Sheriff Larry Campbell said in an interview Tuesday.

The sheriff claims Graham installed county-owned surveillance cameras in the man’s house, accompanied the 91 year old to the bank and even advised him where to hide his money.

The sheriff says LCSO detectives then installed their own hidden cameras in that house and tried, but failed to catch Graham in the act.

“I gave him (the victim) a sum of money and we were going to get the man to tell him (Graham) ‘I’ve got some more money and I’m gonna hide it. I want you to help me hide it,” Campbell said.

Graham was the head of LCSO’s financial crimes unit. He supervised an initial investigation into money that disappeared from the man’s home.

We requested a copy of that initial complaint. It was filed by his daughter September 2nd. Most of the report has been blacked out, but the last supplemental report was filed by SGT Graham just three days before his arrest.

Graham has not responded to our request for a comment and there is not an attorney of record listed for him in the court’s computer.

We also reached out to the 91 year old victim in this case, but have not heard back from him either.

“It’s a bad situation. We have to arrest the bad guys all the time,” said Leon County Sheriff Larry Campbell during Monday’s media conference.

Campbell had to arrest and fire one of his own.

David Graham was a 20 year veteran with the Leon County Sheriff’s Office before he was fired Monday.

The former sergeant was arrested Sunday for two counts of grand theft.

The victim was 91-year-old Archie White.

“We think this was a crime of opportunity,” said Campbell when asked if he believed there were other victims.

Campbell says Graham was part of the financial crimes unit that was investigating a crime against White in September of 2011.

The LCSO case was eventually closed but Campbell says Graham continued his relationship with the victim, acting like the investigation was still open.

Campbell says Graham took White to the bank on occasions and set up surveillance cameras in White’s home, which is standard procedure in some of their investigations.

“Shocked and saddened,” was all Campbell said when asked how he felt about the situation.

On February 15, White reported $9,000 dollars in cash were missing from his home.

White said Graham was the man who took the bank bag full of $100 bills from between the mattresses.

On February 19, Graham was brought in for questioning. It was there Campbell says Graham confessed to the crime.

“We’ve recovered $9,000 and an antique rifle but we do think we could find as much as $50,000-$60,000,” said Campbell.

Graham was arrested Sunday and was suspended.

Campbell fired Graham from LCSO on Monday.

Graham was released from the Leon County jail just before 11 Monday morning on $10,000 bond.

David Graham worked for the sheriff’s office since 1991. He’s made headlines before for bringing Gary Michael Hilton from Georgia to face murder charges in the death of Cheryl Dunlap. He was also one of seven people to receive a medal of valor in 2010 for their work in a shootout.

The sheriff’s office says the only other disciplinary problems Graham has had in his tenure happened on February 13.

He was suspended for 40 hours without pay because of a standard of conduct investigation within the department. LCSO says no other information can be released about that incident because they haven’t closed the investigation.

During this afternoon’s press conference, Sheriff Larry Campbell said that Sergeant Graham was fired from the Leon County Sheriff’s Office this morning. Graham was working with the Financial Crimes Unit when the alleged criminal act occurred. Campbell says the victim is a 91-year-old man whom Graham worked with during an investigation. Campbell says Graham befriended the man and acted like he was part of an active investigation after LCSO had already closed the case. During that time, Campbell says at least $9,000 were stolen, but he believes as much as $50,000 to $60,000 may be recovered.

LCSO is planning a 2pm press conference to discuss the arrest of SGT. David Graham.

Arrest papers say Graham is accused of stealing $9,000 in cash and an antique rifle from a home on Noble Drive.

Arrest papers say the homeowner told deputies the money was in a blue bank bag and tucked beneath the mattress in his master bedroom. It was all in one hundred dollar bills. Arrest papers say the homeowner suspected Graham in the theft, but at this time LCSO is not commenting on whether the men knew each other or how.

Arrest papers say Graham was called in to the sheriff’s office Sunday night and admitted to the allegations.

LCSO is not commenting on the arrest or Graham’s history with the department until its afternoon press conference.

A Leon County Sheriff deputy has been arrested for Grand Theft and Grand Theft of a Firearm. Court records show Sergeant David Graham was arrested just before midnight Sunday, and spent the night in jail. Court records show Graham made his first appearance before a judge this morning and his bond is now set at $10,000.

Graham is perhaps best known for transporting accused killer Gary Michael Hilton from Georgia to Tallahassee to face charges in the murder of Crawfordville Sunday school teacher Cheryl Dunlap. Graham was also one of seven law enforcement officers to receive a Medal of Valor in 2010 for their handling of a Memorial Day shootout.


An Opinion From Tally O Readers Regarding The Resounding Trial Victory Of Former Sgt. David Graham’s Innocence Declared By The Jury

We would like to congratulate the Former LCSO Sergeant David Graham and his family for the recent trial in which he was found innocent yesterday of numerous charges in which the jury was hung on only two of them.  David Graham’s Attorney Nathan Prince did an excellent job in defending the case.  Interestingly, Nathan Prince was a former prosecutor for the office of State Attorney Willie Meggs’ until he left abruptly.  Prince stated that he was leaving because horses were being abused and the owners were not being prosecuted on his case researched by him because of Attorney Willie Meggs. 

The jury has spoken on the Graham case in which after all of the LCSO’s Circus and Persecution of numerous trumped-up charges — he was found innocent of all of them as he wasn’t convicted of anything yesterday after the trial was decided by an unbiased and impartial jury.

Sgt. David Graham was sending letters to The Tallahassee O and numerous media publications and also talking to the FBI regarding the Sheriff’s Office’s Unethical and Illegal Actions of Public Corruption prior to his arrest.  It was clear with all members involved in his case for bogus criminal charges that he was being targeted for exposing them all as a whistle-blower.  The Sheriff’s Office obviously made a mountain out of a molehill.

While David Graham could have been guilty of something as the jury was hung on two of the charges that he admitted with a confession, he certainly was not guilty of the nearly 20 charges that were filed against him.  The judge initially dropped five of them at the trial because they were so overreaching and lacked any evidence for a conviction.

What really needs to be looked at is the Leon County Sheriff’s Office.  Regardless if David Graham was guilty of any charge or not in which he wasn’t convicted of anything at all — it clearly shows that Sheriff Larry Campbell is not fit to be Sheriff.

Sgt. David Graham sent numerous letters to media outlets exposing corruption just weeks before his arrest.  The only website that had the balls to publish them all was The Tallahassee O website while others made copies and passed them around privately by hand and on e-mails.

The Tallahassee Democrat failed to do any investigation on the Sheriff’s Office as notified and given all the letters of the Sheriff’s Corrupt Office as well.  In fact, The Tallahassee Democrat supported the Sheriff because they received thousands of dollars in advertising fees during the reelection from him.  The Tallahassee Democrat has clearly been a paid newspaper by the local corrupt politiicans for years.  The stories that have been published by the Democrat thus far regarding the corruption of Mayor John Marks had already gone public by that of Erwin Jackson and Steve Stewart.  So any stories that the Democrat decided to publish and receive awards for doing so were already given and delivered on a silver platter based on other people’s dedication and research that weren’t lazy and paid off for exposing the truth.

One Reporter Came Along From WCTV (Andy Alcock) and ran an excellent series on the corruption of the Sheriff’s Office.  Stories were covered with research regarding Brian Bland, Derek Terry and Dennis Tate along with waste of tax payer’s money by the Sheriff’s office.  The stories from WCTV clearly show that we need a new sheriff along with several new high-ranking staff members to clean out all the corruption and illegal dealings.

There is a new number to call for non-emergency public safety response, 606-5800.

Calling 606-5800 connects you to the new Consolidated Dispatch Agency (CDA). This is the number to call if you need a public safety response, but are not experiencing an emergency situation. For example, a person arriving home to find out that a bicycle was stolen off their front porch would call 606-5800 to report the crime. For true emergencies, citizens should still call 911.

The CDA is located inside the new Public Safety Complex at 911 Easterwood Drive; a joint effort of the City of Tallahassee and Leon County. The sophisticated, state-of-the-art joint dispatch operation system is a significant element of the new Public Safety Complex. The CDA operates 24/7 and dispatches for public safety agencies including the Leon County Sheriff’s Office, the Tallahassee Police Department, the Tallahassee Fire Department and Leon County Emergency Medical Services.

With dispatchers for all safety agencies working side by side, residents will receive public safety responses more efficiently and effectively than ever. Dispatchers will be able to immediately determine what services are needed, who is closest to the scene and what resources can best resolve the situation. In 2007 Sheriff Larry Campbell shared with the citizens of Leon County that during a routine physical exam on August 15, 2007, a chest x-ray revealed a cancerous spot on his right lung. Sheriff Campbell said that was the day he stopped smoking and began his battle to beat cancer. In September 2007, Sheriff Campbell underwent successful surgery at Tallahassee Memorial Hospital to remove a cancerous growth on the lower lobe of his right lung. Two weeks after surgery Sheriff Campbell was back at work and in February 2008, he was cancer free.

Since that time Sheriff Campbell received regular cancer screenings and continued to support cancer awareness and research through his active participation with the American Cancer Society Relay for Life.

Today Sheriff Campbell spoke with members of the Leon County Sheriff’s Office and reported that during a recent health screening, a cancerous spot was found on his left lung and a polyp was found on his bladder. Sheriff Campbell reported the polyp on his bladder has been successfully removed and the lung cancer is being treated with External Beam Radiation Therapy (EBRT) which focuses radiation from outside the body on the cancer. Sheriff Campbell expects the radiation therapy will be completed in the next few weeks, without interruption of his daily planned schedule.

“It is extremely important to me to openly communicate with the community and members of the Leon County Sheriff’s Office on matters which impact this agency” Sheriff Campbell said of his medical health disclosure. “As the elected Sheriff of Leon County, I believe it is best to be as transparent as possible in all matters related to this Office, which includes letting the citizens know the status of my health”.

Sheriff Campbell credits regular cancer screenings and early detection with his expected full recovery, and is confident that once again he will be cancer free. Sheriff Campbell added “during this Thanksgiving season I am grateful to have the wonderful support of my family, employees, friends and the citizens of Leon County during this time as I continue the fight against cancer and fulfill my duties as Sheriff”.

He is hoping smokers will take heed of his diagnosis and put down the cigarettes.

“I ate ‘em. I stuffed ‘em in my ears, up my nose  … I loved ‘em,” Sheriff Campbell said, “but they make you have cancer so it’s not worth it.”

Leon County Sheriff Larry Campbell says he started smoking in the Marine Corps at the age of 17.  Eventually he was smoking three to five packs a day.

So what made him quit cold turkey nearly 50 years later?

“I quit the day Dr. Forsthoefel told me I had cancer about seven years ago and I have not had one since then,” Campbell said.

Campbell was diagnosed with lung cancer in 2007. He was back on the job two weeks later and deemed cancer free six months out.

Not anymore. During a recent check up, doctors discovered a spot on his left lung and his bladder.

He is undergoing External Beam Radiation therapy this time.

“You see people and they say ‘What are you doing out here Larry? You’re not sick are ya?’ Nah, I just have cancer,” he said.

Campbell says he will remain on the job and has every intention of serving out his four year term.

“I am not stealing your money, taxpayers. I am working. I took two weeks and was back to work last time and haven’t missed but four days this time.”

Campbell says the doctors have given him a 95% – 98% chance of living five years or more.  He jokes that as a longtime lawman he’s been living on borrowed time anyway.

“I always thought I would be killed in a gunfight,” he said.

He jokes about just about everything, but is deadly serious about this.

“If you haven’t been checked, go get checked. If you don’t you’re going to die with it.  If you do get checked, the worst thing they can tell you is you got it and they can start working on it,” Campbell said.

Campbell completed his final round of radiation therapy today.

In 2007 Sheriff Larry Campbell shared with the citizens of Leon County that during a routine physical exam on August 15, 2007, a chest x-ray revealed a cancerous spot on his right lung. Sheriff Campbell said that was the day he stopped smoking and began his battle to beat cancer. In September 2007, Sheriff Campbell underwent successful surgery at Tallahassee Memorial Hospital to remove a cancerous growth on the lower lobe of his right lung. Two weeks after surgery Sheriff Campbell was back at work and in February 2008, he was cancer free.

Since that time Sheriff Campbell received regular cancer screenings and continued to support cancer awareness and research through his active participation with the American Cancer Society Relay for Life.

Today Sheriff Campbell spoke with members of the Leon County Sheriff’s Office and reported that during a recent health screening, a cancerous spot was found on his left lung and a polyp was found on his bladder. Sheriff Campbell reported the polyp on his bladder has been successfully removed and the lung cancer is being treated with External Beam Radiation Therapy (EBRT) which focuses radiation from outside the body on the cancer. Sheriff Campbell expects the radiation therapy will be completed in the next few weeks, without interruption of his daily planned schedule.

“It is extremely important to me to openly communicate with the community and members of the Leon County Sheriff’s Office on matters which impact this agency” Sheriff Campbell said of his medical health disclosure. “As the elected Sheriff of Leon County, I believe it is best to be as transparent as possible in all matters related to this Office, which includes letting the citizens know the status of my health”.

Sheriff Campbell credits regular cancer screenings and early detection with his expected full recovery, and is confident that once again he will be cancer free. Sheriff Campbell added “during this Thanksgiving season I am grateful to have the wonderful support of my family, employees, friends and the citizens of Leon County during this time as I continue the fight against cancer and fulfill my duties as Sheriff”.

Tallahassee, FL – Public service took on a new meaning for some law enforcement officers and public officials Tuesday morning.

Tallahassee police officers, Leon County Sheriff’s deputies, and Tallahassee firefighters read to students at Kate Sullivan Elementary School. It was a part of Florida’s “Celebrate Literacy Week”.

Participants say it was also a chance to bond with students and teach them about their career fields.

Thomas Stege with the Leon County Sheriff’s Office says, “It was great.  It was great to go in there and read the books to the kids.  They were real excited to see us in there.  We enjoyed reading with them and answering questions about the books and about being in law enforcement.”

“Celebrate Literacy Week” kicked off Monday.  This is the 6th year celebrated in Florida school.

Tallahassee, Fla. — The Leon County Sheriff’s Office is inviting you to help us raise money for Taylor County Deputy Robert Lundy and his family. On February 5, 2014, Deputy Lundy was involved in a shooting incident at a car dealership in Perry, Florida. During the incident, Deputy Lundy was shot and critically injured before he shot and killed the assailant. Deputy Lundy’s quick thinking and selfless actions unquestionably saved many lives. Deputy Lundy’s injuries remain serious and he is still recovering at Shands Hospital in Gainesville, Florida.

On Thursday, March 13, 2014, members of the Leon County Sheriff’s Office will be hosting an old fashioned Chicken Purlieu in the employee parking lot at the Leon County Jail. Deputies will be selling and serving chicken with rice, Cole slaw, corn bread, pickles and tea for $5.00 a plate. Cake will also be served/sold for $1.00 a slice.

Please come out and join us for some great food and fellowship as we band together and lend a hand in support of a hero with a wife and two daughters. Taylor County Sheriff L.E. “Bummy” Williams will be there along with members of the Taylor County Sheriff’s Office and members of Deputy Lundy’s family.

Sheriff Larry Campbell said, “This is a great way for our community to come together and support a brother in law enforcement, his family and his co-workers while raising money to help offset the staggering costs of his recovery. We look forward to seeing you there.”

Over the past two months, the Leon County Sheriff’s Office and the Tallahassee Police Department have received 398 vehicle burglary reports (LCSO-168 and TPD-230). In almost all of these cases, the suspects entered unlocked vehicles and removed valuables such as electronics, money and firearms.

LCSO and TPD are urging citizens to always lock vehicles and remove items such as cell phones, computers, GPS units, purses and any other valuables. Also, make a list of the valuables you travel with and be sure to record the make, model and serial numbers of these items. If you discover that you have been the victim of a vehicle burglary, contact your local law enforcement as soon as possible without disturbing any possible evidence.

Both the Tallahassee Police Department and the Leon County Sheriff’s Office are working together, following up on investigative leads, conducting interviews and collecting evidence in order to locate those responsible for these incidents.

Family Sues for $10 Million in Ambulance Crash [GALLERY]

A Tallahassee woman critically injured when an ambulance struck her husband’s car is now suing Leon County EMS for 10 million dollars.

The family filed that lawsuit today.

The impact of the crash was caught on tape. A Leon County ambulance was running lights and sirens to a crash last September when it collided with an SUV at the intersection of Tharpe Street and MLK Boulevard.

Angela Sanford – a passenger in that SUV – was critically hurt . She suffered a broken pelvis, two broken legs and a traumatic brain injury.

“It’s slow. You want it like, today, tomorrow… you want everything to be back to normal and normal is different. It’s painful,” Angela Sanford said Monday.

Deputies deemed the ambulance driver at fault in the crash and the Sanfords are now suing Leon County EMS for $10 million dollars.

The family says the county’s insurance company offered just $200,000 as a settlement.

“You know the first month in the hospital … it’s not enough to cover that,” her husband Pat Sanford said.

“The damages are clearly there, the liability is clearly there. What I still don’t understand is why there’s been no settlement,” family attorney Hal Lewis said.

Angela is walking now, but she still suffers from intense pain and is not able to care for the couple’s three children. Her husband has exhausted his vacation and sick leave and they’ve had to hire a full time live in nanny.

Angela goes to physical therapy three times a week and is starting cognitive therapy to address her brain injury.

They don’t know what they’ll do when some of those benefits run out this summer.

“You know, I thought that’s what insurance is for,” Pat Sanford said. “So we just want the insurance company to step up and do the right thing.”

Leon County attorney Herb Thiele says he cannot comment on the pending lawsuit.

He says the county has a three million dollar liability policy with OneBeacon Insurance.

Generally it’s up to them, he says, to decide whether to settle or go to trial “with input from the County.”

We have also reached out to the attorney for OneBeacon Insurance for comment but have not yet heard back.

Tallahassee, FL – A couple who survived a crash with an ambulance speaks out for the first time.

The Sanfords were on their way home from a concert that night and never imagined how drastically their lives would change at the corner of Tharpe Street and MLK.

“You hear people say your life can change in the blink of an eye, but you don’t realize it until it happens to you,” Pat Sanford said.

Pat and Angie Sanford’s lives changed on September 5th when deputies say an ambulance that was heading lights and sirens to another crash t-boned their car at more than 40 miles an hour.

“I don’t remember any of it,” Angie Sanford said as she sat in a wheelchair in her living room Friday.

Angie Sanford was sitting in the front passenger seat that night and bore the brunt of the collision.

“The emergency room doctor came and told me she was in surgery right then and may not make it … that’s when I realized how bad it was,” Pat Sanford said.

Angie Sanford had a shattered pelvis, broken ribs, a broken leg, internal injuries and a traumatic brain injury.

“She had periods of not knowing me, not knowing who the kids were. I would show her pictures and she didn’t recognize the kids,” Pat Sanford said.

Angie Sanford spent 30 days in ICU, five weeks in a rehab hospital and came home just last week.

“I never would have expected at this moment in my life I would have to be taken care of by my friends and family and my kids are having to help take care of their mom,” she said.

The Sanfords – on the advice of their attorney – will not talk about the crash itself.

The impact was caught on tape by the ambulance dashboard camera. Deputies deemed the ambulance driver at fault for failing to to stop at the red light to check for traffic before proceeding through the intersection.

The Sanford’s life is now consumed by medication, physical therapy and trying to care for their three children who range in age from 18 months to 13 years.

“I hope through rehab and therapy. I’m going to be able to get up on both my feet again and hopefully I’ll be able to walk again,” Angie Sanford said.

“They said most people with that many mass traumas would not even survive what she had,” Pat Sanford said. “We’re not going to stop here. We’re going to continue on until she’s back.”

The Sanfords say family, friends and even strangers have showered them with help by bringing meals, watching the kids and even mowing the lawn.

The Sanford’s attorney has already notified Leon County he intends to sue for medical bills, lost wages and more.

The ambulance driver involved in the crash was suspended for three days without pay. According to Leon County Spokesman Jon Brown, he will serve that suspension on November 19th, 20th and 21st.

A Leon County ambulance driver has been suspended in the wake of a crash that left a woman in a coma.

It happened September 5th at the intersection of Tharpe Street and Martin Luther King Boulevard.

Deputies say the ambulance was running lights and sirens to a crash when it broadsided an SUV.

The SUV’s front seat passenger Angela Sanford was critically injured. Initially she was in a coma and is now trying to recover from a broken pelvis, two broken legs, brain injuries and more.

The Leon County Sheriff’s Office found the ambulance driver was at fault.

“Certainly the ambulance driver didn’t mean to hurt anyone,” Sanford family attorney Hal Lewis said, “but he certainly flat out ignored the county policy which says the ambulance should come to a complete stop at the intersection, make sure it’s safe before travelling through the intersection.”

There is dashcam video from the ambulance that night. It clearly shows the collision as well the impact to EMS workers inside the ambulance.

Leon County’s EMS Director and public information officer refused to do an on camera interview with us. They did release a statement saying:

“Our thoughts and prayers are with her and her family. There are inherent risks associated with our emergency medical response and it’s a very tough job for our first responders. Fortunately, accidents like these are rare, but we take them very seriously and go to great lengths to learn from all of them.”

Leon County spokesman Jon Brown says ambulance driver Ben Hunter was suspended for three days without pay and will have to take another driving course.

Brown says there will be no changes to its policies as a result of the crash.

This week the Sanford family filed paperwork and announced its intent to sue to try to recover medical bills, lost wages and more that will run into the millions.


Press Release: Leon County Sheriff’s Office

On Thursday, September 6, 2013 at 11:28 pm, the Leon County Sheriff’s Office responded to the scene of a traffic crash involving a Leon County EMS ambulance and a 2011 Buick SUV. The preliminary investigation has indicated the ambulance was responding to a traffic crash in the area and was operating with emergency lights and sirens activated. The ambulance was traveling west on Tharpe Street approaching the intersection of Martin Luther King Boulevard.

At the same time, a 2011 Buick SUV was traveling north on Martin Luther King Boulevard approaching the intersection of Tharpe Street. The traffic signal was green on Martin Luther King Boulevard allowing traffic to flow north and south.

The ambulance approached the intersection, observed other north and south bound traffic stopped and proceeded through the intersection, striking the Buick on the passenger’s side.

All three occupants of the Buick were transported to Tallahassee Memorial Healthcare. The driver and rear passenger of the Buick sustained non-life threatening injuries and were released. The front seat passenger of the Buick remains in critical condition. Both paramedics in the ambulance sustained minor injuries.

The investigation into the circumstances surrounding this crash is still under investigation; however, there are no indications that alcohol was a factor in this crash.

Tallahassee, FL – According to the Tallahassee Police Department a head on collision at Tharpe and Old Bainbridge caused multiple injuries, two victims sustaining life-threatening injuries. Police say the crash is being treated as a crime scene, and alcohol may have been a factor.

EMS crews rushing to this accident crashed themselves, minutes later. This accident occurred at the intersection of Tharpe and MLK Blvd. An ambulance took out an electrical pole and a traffic control box, strewing electric wires across the road. According to the Leon County Sheriff’s Office four people were transported to the hospital including the driver and passenger in the ambulance.

Tallahassee, FL – A head on collision shortly before 11pm shut down the intersection of Tharpe and Old Bainbridge tonight in Tallahassee.

Tallahassee EMS units then also crashed. They were at the intersection of Tharpe and MLK Blvd. and suffered heavy front end damage. Power lines were reported in the street, and City of Tallahassee Utilities crews are heading to the scene.

WCTV has reporters on scene and will bring you more information as it becomes available.
